OPIS: How the UK Gov Issued $60M in Free UKAs to 3 Largely Offline Plants

In a year marked by high carbon prices, the UK government issued more than half a million free allowances to three different companies: CF Industries, BP and Spirit Energy. CF Industries’ fertilizer plant in Ince, England was offline for the entirety of 2022 and was still allocated 488,602 carbon allowances. Based on the average price of the UK carbon allowance for 2022, this amounted to nearly $50 million.

CF Industries confirmed with OPIS that its plant was offline for all of 2022. It didn’t respond on how it used or if it received, or returned, its allowances.
